Govt official involved in human trafficking with garbage contractor?

CO: You were supposed to give money here (to the municipality), why did not you give money here?
Garbage contractor: I came here (at the municipality), but madam (chairperson) did not tell me, how much I must give, she called me tomorrow.

Here are the transcripts of a talk between a Chief Officer of Cuncolim municipality in South Goa and a garbage segregation contractor from North India (Rafiq Raja Mulla, who is presently based in Sanvorcotto Cuncolim) who is supplying labor at the garbage treatment plant of Cuncolim municipality.

The voice of three people can be heard in the conversion which starts in Konkani and there on move to Hindi.

The voice clip (https://www.youtube.com/watch?v=DQtZ8hNnqhY) part of the clip can be heard in this video, has resulted in a show because notice been issued to a municipality employee as to why he should be suspended for voice recording the “official” conversion between two individuals.

The CO has filed a complaint (not confirmed) with Cuncolim police station and the Cyber cell of Goa police against the municipality employee and against others for ‘Manipulating” the voice clip, as per details available with us (which are part of the contents of the show cause issued to the municipal employee).

Now judge for yourselves.

The question is – why has the contractor to pay to the municipality and specifically to the chairperson of the municipality???????

And the Chief officer wants the services of a girl – that’s quite a tricky issue and then he says one of my work is still pending with you- what work is pending -providing a girl and for what?. He says to work at home, is it not a human trafficking issue.

CO: Urgently bring the staff, I am telling you and BRING A GIRL ALONG WITH THEM (NEW LABOURERS). One of my work is still pending with you (Mera ek kam thumarea sat pending hai). Yes, a girl to work at my home.

And the contractor is harassed by the municipality as his payment is not released on a regular basis forcing him to pay bribes to the elected councilors and government deputed staff at the municipality. (Attached is a letter addressed to the Chief officer by the Cuncolim municplaity by the contractor in Dec 2016 regarding the delay in his payment).

Here are the controversial part of the transcripts which I am highlighting so that people know more about this corrupt Chief officer and the elected councilors, whoa re hand in glove with the chief officer, especially the seven member of the ruling group.

CO: What happened with the labour, was there a fight

Garbage contractor: Yes, there was a fight. They are saying, you (contractor) are not giving payment but making us work.”

CO: Arahe! Do not talk about payment. The fight is not about payment. These fights, why they are happening you know? Why they are fighting (you know)? They are playing cards(gambling) there, drinking liquor there, eating chicken there, they are fighting there even for one leg of a chicken, the fight is not for money. The fight is not for money. No fights are taking place because of money.

Garbage contractor: Payment has not been done sir!!!!

CO: The fight was with you?

Garbage contractor: Yes, sir the fight was with me.

CO: So, they left (labourers), so it is beneficial for you. So, when you will bring the new labour? Four have gone (labourers).?

Garbage contractor: Yes, sir, labourers have gone and an equal number will come, we all (existing labourers) are working.
